Some experts say he sees the war in Athens as an opportunity to break off diplomatic isolation and to insert himself into a united front against Sparta

A. he sees the war in Athens as an opportunity to break off diplomatic isolation and to insert himself into a united front against Sparta
B. he see the war in Athens as an opportunity to break off diplomatic isolation and insert himself into a united front against Sparta
C. he sees the war in Athens as an opportunity to break out of diplomatic isolation and insert himself into a united front against Sparta
D. he sees the war in Athens as an opportunity to break out of diplomatic isolation and to insert himself into a united front against Sparta
E. he see the war in Athens as an opportunity to break off diplomatic isolation and to insert himself into a united front against Sparta

Hi Experts, GMATNinja,KarishmaB

Can you please explain why option C is correct?

The sentence meaning is different in C and D.

In C, it is a run-on sentence, where there is only one "to", i.e., "to break out of .... and insert" is logically correct. We don't need another "to" before "insert himself...". The intended meaning is to break out of isolation and insert himself. This conveys better meaning. If you add a second "to", then the meaning differs.

Hope that clarifies.

We'd like to have the experts weigh in on this as well.

Thanks.

The sentence meaning is different in C and D.
"To" in option D is perfectly parallel, But It's the wrong answer .Can anyone explain why?

Hi, I think option D is a better option as it includes to after and which makes it easier to compare with to break out.
Thank you..
