Hi gmatdordie,

Please note that in strengthen/weaken questions, making out the conclusion is important. Here the conclusion is implicit (as mentioned in the question stem) that the described government policy will likely fail to meet its objective.

Option (B) Advertisers tend to create inventive and humorous advertisements only if they have some particular reason to do so. (this option is not able to clearly explain how the policy will not be able to reach its objective i.e. what role does humorous or inventive ads play in either overall attractiveness and /or sales of alcohol or tobacco. If you find that this option is able to explain it, then probably its your own assumption because in option E you need not assume and its clearly stated)

Option (E) The more inventive an advertisement is, the more attractive it makes the advertised product appear. (this option clearly states that the inventive ads increase attractiveness thereby resulting the opposite result of what government policy was made for)
