A and B are eliminated as they is plural while candidate is singular, pronoun agreement is wrong.
Between C,D and E
Only D has parallel structure required for comparision ,...... permitting ...... ranking.

IMO the answer should be D. Only D maintains "candidtates" with "they" and the comparison between "a candidate" and another "candidate".
