permit and ranking should be parallel
candidate and they should be in agreement
thus D is the answer as it solves the singular plural problem and ‘permitting’ and ‘ranking’ is parallel too

IMO D
Parallelism between permitting and ranking
Also, use of they renders a use of plural noun(candidates)

Some mathematicians argue that to permit a candidate to win an election because they have won a plurality vote is like ranking a student who earned three As and two Fs higher than one who got two As and three Bs.

A) to permit a candidate to win an election because they have won a plurality vote is like ranking a student
B) permitting a candidate to win an election because they have won a plurality of votes is like ranking a student
C) permitting candidates to win elections because they have won a plurality of votes is like to rank a student
D) permitting candidates to win elections because they have won a plurality of votes is like ranking a student
E) to permit candidates to win elections because they have won a plurality of votes is like ranking students

Eliminate A & B, because "a candidate" is singular and "they" is plural
Eliminate E, because "students" is plural and the non-underline portion "than one" is singular

Eliminate C, as it sounds weird and D appears more parallel of "permitting" & "ranking"

Leaves "D"

Goes the GMAT recognize "they" as a third person singular for unspecified gender?
