Here's the OA and OE -

Explanation: What would most weaken the argument above? The motorcyclists who oppose the legislation claim that they are free to take risks as long as they do not interfere with the safety or well-being of others. To weaken the argument, we need to contradict its reasoning. We need an answer choice showing that helmet wearing does affect the safety and well-being of others.

A) This could support the proposed legislation, but it does not show how other people can be harmed by some motorcyclists not wearing safety helmets. This could weaken an argument that helmets don’t reduce the risk of injury, but that is not what is being argued here.

B) Correct. This choice correctly identifies how not wearing helmets by some motorcyclists negatively influences the well-being of others. Since not threatening the well-being of others is a major part of the motorcyclists’ reasoning, contradicting this reasoning weakens the argument.

C) Requirements for construction workers are not relevant to the argument.

D) The argument did not state that motorcyclists cannot wear helmets, and the fact that they can does not weaken the argument about whether they should.

E) This statement shows that some people other than motorcyclists can be harmed by motorcycle accidents. Their injuries are not related to whether motorcyclists wear helmets, however, since helmets do not prevent accidents and in case of accident, protect only the motorcyclist. Since this statement provides no evidence that fewer accidents or non-cyclist injuries would occur if motorcyclists wore helmets, it does not weaken the argument.

The basic argument is:

"I can take risk as long as I don't affect anyone in any way"

Lets look at the options:
(A)In some countries where motorcyclists are required to wear safety helmets, the rate of injury and death among motorcyclists is much lower than in the country described in the passage.
This option strengthens the fact that helmets should be used by motorcyclists. However, it does not weaken the argument which states about not affecting others in any way

(B)Many motorcyclists who wear safety helmets have to pay more for their insurance because of the high injury rate among riders who don’t wear helmets.
This option correctly hampers the main idea of argument by suggesting that people who wear helmet need to spend more on insurance because of higher injury rates among people who don't use helmets.

(C)Construction workers are required to wear helmets and use other safety equipment.
This option is completely out of context.

(D)All motorcyclists who are concerned with their safety are free to wear helmets if they wish.
This option speaks only about motorcyclists who are free to use helmets if they wish. This does not affect the argument in any way.

(E)In many motorcycle accidents, other persons than motorcyclists are seriously injured.
This option speaks about people other than motorcyclists who get injured in motorcycle accidents. However, it is not clear if these people use helmets or no. So this option does not affect our argument.

Correct Ans: B

­No Gaurav , I feel it here has to target the argument that others are safe while in E it directly weakens by attacking the argument
