Some movie producers have tried to offer their movies on DVD and in the movie theaters simultaneously, but theater operators has refused to cooperate.

(A) but theater operators has refused to cooperate. (Operators are plural)
(B) theater operators have refused to cooperate. (lack of conjunction in the second part of the sentence)
(C) but theater operators have refused to cooperate. (Correct)
(D) but theater operators’ cooperation has been refused. (Usage of passage is not preferable)
(E) but theater operators hasn’t cooperated. (Same as A)
