IMO, (C) is the answer.
(A) but theater operators has refused to cooperate. - "theatre operators" subject is plural so "has" is incorrect. Subject-Verb disagreement.
(B) theater operators have refused to cooperate. - A conjunction is required to imply proper meaning.
(C) but theater operators have refused to cooperate. - Correct
(D) but theater operators’ cooperation has been refused. - Awkward construction.
(E) but theater operators hasn’t cooperated. - Subject-Verb disagreement.
