My answer is (A). It took me 01:26.
(A) Initially, I eliminated A because I think "Not X, but rather Y" should be "Not X, but Y" instead.
Even though "not...but rather" is well established (more more at https://www.ldoceonline.com/dictionary/not-but-rather), the GMAT author may hold some idiosyncratic bias.
Eventually, I chose (A) because other options must be wrong.
(B) Not a complete sentence.
(C) SVA issue between "each" and "are".
(D) Parallelism issue between "true characters" and "as caricatures". Note that it also uses "not...but rather..." construct.
(E) Not a complete sentence.

If we look closely, that each of the vacationers "Each of the vacationers [Singular Sub]"
(A) is depicted not as a true character but rather as a caricature, even
(B) who are not depicted as true characters but rather caricatures and are even SV error
(C) are depicted, and they are not true characters but rather caricatures, but even SV error
(D) is depicted as not true characters but rather as caricatures, even
(E) who is depicted not as a true character but rather as a caricature who is even
Hence B,C are eliminated due to above SV agreement rule.
not X but Y, X must be parallel to Y
