Decrease in the number of violent crimes in the state does not neccesailry mean increase in the number of non-violent crimes in the state thus A is out.

C is out because the age of judges definitely has nothing to do with jail time or community service.

D is out because if the offences were worth jail time, the government won’t hesitate to provide funds and build a new correctional facility to accommodate criminals.

E is too broad.

I pick B as it is more logical in that , if it is assumed that non violent crime rate is on the rise, then need for penalty is understandable therefore the growth in community service for non violent crime offenders.

I cant believe i am the only one selecting D.

I select D because i think the key lies in the first few sentences "community service sentences instead of prison sentences" this should drive us towards thinking there something to do with conditon existing in the prison.

I will go with B on this. Because these people were infact put back on duty for state.


B.

in this question, i concur with ritesh because prisoners are performing community service fom floor scubbing to research. if they were not state emplyoees, they would not do these works.

Hi Ranga,

I chose D too. I thought the answer was fairly straight forward. Here is my reasoning.

From the author's argument one can assume that before 1979, the errant drivers were imprisoned. The fact that prisons are getting overcrowded is good enough a reason to force people who committed non-violent crimes like drinking and driving, into serving community sentences.

Great D mc D, I atleast have one guy concuring, to say the truth some of the reasoning given by people is to say the least very funny..

Examples:

When violent crime decreases non violent crime increases (so a guy gets up in the morning says to himself "well, i am not commiting a murder today i better break speed limit"...

Only state employees can scrub floor and do research....

guys what is going on?

I am sorry if I poked somebody, to clear things up I myself am not a native english speaker..so obviously I was not trying to poke anybody who it not..

Sorry again..As I always say in any given question I could be wrong..I make lot of unbelievable stupid mistakes several times...I will not mind if somebody finds humor in my mistakes, In future, I will be more careful in my comments.

i think this is a straight (D). If the prisons were overcrowded before then, why take in new people who may have committed little crimes that may not warrant prison terms, thereby further overcrowding the prisons?

It's D

The question was asking what would prompt the state to start such a program. The most logicial reason would be to release non violent criminals so that violent criminals could be properly incarcerted

The program was started in 1979.
The drunken driver punishment was only started a few months before the publishing of the article.
Hence E is wrong.
