in D should say amount of a fine, how they can increase the amount of fines - very unclear
they increased the number of fines - variety of fines in my understanding

C for me, agree with spiridon...should say amount of the fine. There can be more than one fine

I would choose D

Amount vs Number: Amount of fines for violation as opposed to the number of fines for the violations
