I also go with C.

Speaker saying there are very few/less incivilities and brutalities..you have to really look to see them.. but questionair saying it is very common and easy to find in slum areas..questionair actually refuting the speaker's argument.

So I guess Speaker has misunderstanding of relative brutality and uncivility

Isnt the speaker saying the opposite of what you said?

such examples are easily visible in our genteel corners.

I dont know the meaning of the word genteel but the Q is talking about slums. Genteel and Slums does not seem to be synonymous. So the Q is probably misunderstanding meaning of G.
