I also go with C.
Speaker saying there are very few/less incivilities and brutalities..you have to really look to see them.. but questionair saying it is very common and easy to find in slum areas..questionair actually refuting the speaker's argument.
So I guess Speaker has misunderstanding of relative brutality and uncivility
