This seems to be an inference/conclusion question as the question stem says 'they most support'

As we can see, there are 2 premise/ facts mentioned in the passage
Premise 1: Specialist Coaches are unrepresented on the selection committees of the National Football League (NFL)
Premise 2: Since these committees advise NFL directors and recommend policies, the over representation of Specialist Coaches results in a relative lack of NFL technical support for research in the Specialist Techniques.

Let's start with POE
First glance I feel it is pretty obvious and easy to eliminate A & E because they out of context.

(C): Counters the information of Premise 2, eliminate.
(D): funding for the training of Specialist Coaches is going off track, we are talking about funding for the REPRESENTATION of the S coaches.

(B) - Best choice

Premise 1 : Specialist coaches are unrepresented on the selection committees of NFL.
Premise 2: These committees advise NFL directors and recommend policies.
Conclusion : The over representation of specialist coaches results in a lack in NFL technical support for research in specialist techniques.
Somebody please help me understand the argument.How would over representation of specialist coaches result in lack in NFL technical support for research in specialist techniques?
