15 min break every 45 mins

In other words in every one hour there is a 15 min break.

In 4 hours, the car would actually be travelling for 4(45)mins = 4(45)/60 hours

Normal

rate = 60 mph
time = 4(45/60) hours

=> distance = 60*4(45/60) miles

Country

rate = 40 mph
time = 4(45/60) hours

=> distance = 40*4(45/60) miles

we were asked to find out the difference between the above distances = 20*4(45/60) = 60 miles

Highway
60 miles in 1hr

county
40 miles in 1hr

15 mins break every hr

total 4 hrs
so total break 15* 4 = 60 mins = 1 hr

So in actual time taken to travel = 4hrs - 1hrs = 3hrs

so,
highway = 60 (miles) * 3 (hrs) = 180 (miles)
county = 40 (miles) * 3 (hrs) = 120 (mile)

so, 180-120 = 60
