Here is a point-wise reply to your queries:
-This is a low score and while we (or, for that matter anyone) cannot comment on whether this is 'enough', we can say that it is possible. We have had students who have applied with low scores and made it in. A lot depends on your profile and goals, as well.
-GMAT has its own weight; however, a strong academic background will definitely help strengthen your case.
-As per the website, you may either apply in Phase 2 or Phase 3 now. For your application to be considered complete, your GMAT score needs to be shared by the last date for applying to the phase you are targeting.
