I think it is A.
A is parallel in structure and uses the correct idiom..
more likey to be doing X that to be doing Y.
None of the other choices fulfill both the above.

A) residents are less likely to be sitting at outdoor cafes than to be bracing themselves against arctic chills, shoveling snow, or seeking (Parallel construction and Correct idiom usage (less … than …) - hold it)
B) residents are less likely to sit at outdoor cafes, and more to be brace themselves against arctic chills, shovel snow, or be seeking(less and is not idiomatic usage – eliminate it)
C) residents are less likely to be sitting at outdoor cafes, and more likely to be bracing themselves against arctic chills, shoveling snow, or to be seeking (less and is unidiomatic usage – eliminate it)
