That is the appropriate beginning, not "in" so A out.

"keep control of inflation" is wrong in C
"kept control of" is wrong in D and E

(A) in the Federal Reserve keeping in control of inflation keeping in control of

(B) that the Federal Reserve will keep inflation under control I think this is correct

(C) for the Federal Reserve, that it would keep control of inflation for

(D) that inflation will be kept control of by the Federal Reserve kept control of

(E) that inflation would be kept control of by the Federal Reserve


PS: Please underline the sentence so that it would be easy.
