The answer to this should be E.
SD is the deviation from the mean.
Since we are adding two new numbers having the same value as that of the mean, the standard deviation for the entire set should decrease

What does that mean...can you rephrase the question for me..perhaps I did not understand it.

What are we told and what are we being asked? My thinking was that a lower pair of numbers would bring reduce the SD rather than a higher pair...

SD is measure of dispersion with respect to arithmatic mean. More data points closer to arithmatic mean will result in lower SD. So here we have to find data points that are closer to mean. hence E is the answer.
