carcassI agree. it can be a second chance and a qualifier for an undergrad applicant since they have no work experience, resume, or professional references. All there is - just their GPA, some possible teacher references and some other extracurriculars which vary widely depending on their location and high school size.
Also, it created a crazy high averages since only those with super high scores would send in their scores in test-optional environment, only discouraging anyone from applying.
