It is obvious that you have to make a choice between 'which' and 'that'. Please help me with the reason for your choice too.

restrictive clauses are generally specified using "that".

Thanks for the quick response. I kinda knew this explanation but I am lost when it comes to differentiating a restrictive clause from a non-restrictive clause. Here if I use 'which' won't it explain the blood alcohol level?

how do we differentiate a non restrictive clause from a restrictive one?

most of the time, non-restrictive clause begins with comma (,). As implied, it is supposed to give additional information but sentence neverthless is correct even when you ommit it. Restrictive clase, as in this case, are required for sentence to make sense.

B.

Agree with duttsit's explaination. There is also a detailed explaination from Paul somewhere. I was unable to find out.

The clause "constitutes drunk driving" should be a restrivtive clause; therefore, "that" should be used. We can eliminate d and e.

IMO, I believe "b" is wrong because "that constitutes drunk driving, ...." makes it look like non-restrivtive clasue.

I think the answer is A.

But since everyone is picking B over A, can someone explain to me why?

B is correct as another that in A seems redundant.

taquanghai> you were reading C instead of B :wink: . Be careful coz the poster didn't re-type A in the answer choices :P

rigger> "States now have an incentive to lower the blood alcohol level [u]that constitutes drunk driving[b] by a federal law" . The two bold parts look awkward if going together, don't they?! :wink: . A would be fine if it were " states are now given an incentive blah blah by the federal law....."

I`ll go with (B). Because is necessary to properly complete the sentences intended meaning. S-V agreement: Federal law witholds
