First and foremost, the resume should be complete and clear as if there were no professional achievements and activities section. An admissions committee member should be able to understand fully the depth of the candidate's accomplishments just from his or her CV.
The professional achievements and activities section is merely an extra way for the candidate to highlight or summarize the most important aspect of the corresponding component on the resume. Duplication is not only fine, but it is also expected. Please just make sure what you say in that section is consistent with what you put on your resume!
