Strategy to be user for ISSUE -AWA

Hi,
While going through some sample issue essays,I found that the writers take a particular side only in the conclusion.In rest of the mater, they express support for both sides of the issue.
They introduce topic by stating the positives of both the sides, then give 1 or 2 paragraphs in support of one side,then 1-2 paragraphs in support of other side..and finally coclude by saying that positives of one side overweigh the positives other..
Is this the right way, or should we state our position right in the beginning and then support one veiw and refute the other? Also,Is this not true that supporting both the views shows unclearity in the writer's mird?
As in Argument essay,right from the beginning, we try to refute the argument and find flaws in it, should not we have a clear position in issue too? Or do raters expect us to discuss the issue rather than to take a clear position in issue?
