don't go solely by the range given by b-schools. The Indian applicant pool is among the most difficult category to apply from, just because of the sheer number of applicants, and the GMAT ask from them usually tends to be higher. You should work towards getting a 685+ score, no matter which b-school you are applying to. You need a high score as an Indian applicant + to offset your low GPA.
Extra curriculars help to show that you have a well rounded personality and they also give you the chance to show your leadership capability outside of work. A person with a few interests outside work is likely to get involved even at b-school, and that's comforting for the adcom, because most b-school activities outside the classroom are student led. Your ECAS sound decent, specially if you have positively impacted others through your efforts.

Ah I see the confusion. I'm a white guy from the U.S.

Oh, How did I assume you are Indian? I am sorry about that. However, my advice still holds. Given the low GPA it will help to have a stronger GMAT/ GRE and aim for 20-30 points higher than the class average figures.
Everything else I write about the ECAs and Harvard Core is still applicable. :)
