I'm taking the GMAT in a month and feel like my studying is completely stagnant.
I'm still continually scoring below 40 on the quant section. I've gone over every MGMAT math guide twice, have taken a good 7 practice exams, PLUS went through all the questions in the GMAC and Veritas Prep Quant Review. Granted there are probably still hundreds of problems out there, but the thing is, I don't seem to be getting ANYWHERE. I try my best to go through each question, and understand why/how I got it wrong, but I always seem to make the same amount of mistakes on the next practice test. I can run across essentially the same question, but if few numbers and words are switched around I just can't seem to apply any concepts or lessons learned from my previous errors.
Verbal is saving my dying score, but there still is room for improvement. I usually get every CR and RC question right, but my SC score makes it look like I have never heard the English life spoken a day in my life. My verbal score is usually around 44-45.
Anyway, any study advice on quant? While my verbal abilities are a lot stronger, but I'm having trouble understanding how my quant can be continually horrible- I'm beginning to seriously question my own intelligence.

Don't question your own intelligence! It sounds like you are thinking that hours of studying + many practice tests should automatically translate into improvement. Unfortunately, that is not how it actually works. Veritas Prep utilizes a John Wooden quote to describe this flaw in thinking: "Don't mistake activity for achievement." What this means is that you need to dissect every question you do. It's about quality more so than quantity. For questions that you get incorrect, ask yourself 3 questions: 1) Why is it wrong? 2) Why was it tempting (aka why did I pick it)? and 3) Why is the right answer right?
Even for questions that you get correct, try to identify the trap answers. You should almost be able to predict them sometimes (e.g. if have to solve for X in order to get value of Y, the value of X will most likely be a trap answer). Try to make sure you are internalizing the lessons from each problem.
Also, keep notes on the mistakes you are making. People tend to repeat the same errors over and over again, which is most likely what is happening here. A few weeks of notes and you should hopefully be able to identify patterns and then correct them.

I agree with Brandon in that it sounds like you are not turning all of the time and effort you are spending into real progress. You say that you understand why you may have gotten a certain problem wrong, but you need to figure out a way to really internalize the lesson. Perhaps it's by taking notes and then reviewing them daily?
