What if additional is cumulative. every year it gets added and water pollution is too much to cause serious damage.
What if the current level is very high. Argument assumes that current effect is not deleterious. Any statement highlighting it will weaken the statement
The reasoning is questionable because it ignores the possibility that

stimulus: states that the rate at which the water pollution is increasing is leveled off the level of water pollution this year is same as last year in future we will no have to worry about water pollution.
if water pollution has cumulative effect then same pollution as last year would mean that the pollution has doubled,
eg: last year pollution was 10 and this year is is 10 cumulative effect would be 20. IMO E
