Can you say one of the reasons you chose the school is because they have a strong study abroad program? Would the adcom feel that you don't want to be at the school?

spin it the right way, and it's probably a good idea. "School XYZ in addition gives me the opportunity to develop my international credentials by..." It should be made part of your overall philosophy of your goals essay.

yup agree, or you could maybe say something like gaining a certain experience which you could bring back to the school (or club, etc.) to enrich the community bla bla. But yes you should be careful not to make it sound like you want to go to the school because you actually want to be at another school using the exchange.
