This is still not a 100% clear to me. Please clarify how to approach these tense agreements.
(1)Icelandic is one of several Germanic languages that
is/are (2)The inhabitants of the Lofotens have evolved folkways and a life-style that
bring/brings (3)Cleveland is but one of a large number of communities on the Great Lakes that
is/are (4)...coffee-related things has grown a national market for X and Y that
is/are bringing

Though you have not posted complete question, IMO, the following should be the reasons:
(1) "That" refers to languages, whcih is the subject of the verb following it. So "are" is correct.
(2) Similar to A: "That" here also refers to "folkways and a life-style". So bring is it.
(3) Also similar to A: "that" refers to "a large number of communities". So are is it.
(4) "That" here doesnot refer to neither "x" nor "y". it refers to "market", which is singular so "is" is required.
