I was confused in option c and D because I though both the 'them' could refer back to same antecedent i.e 'businesses'.
Is there a rule that 2 pronoun cannot refer back to same antecedent?

How is the intended meaning clear in this sentence? Because it seems as if the sentence is trying to say Supporters consider tax breaks (what kind? - the kind that local governments award businesses each year to prevent them (businesses) from moving (moving what? moving vital economic development tools)), while critics denounce the tax breaks

Same as saying "I give consideration to something, while the other denounces it"

Really confused, can someone help me out here

Hi, I have underlined the main clause and not the modifier below:
Supporters consider tax breaks that local governments award businesses each year to prevent them from moving vital economic development tools while critics denounce the tax breaks as corporate welfare that helps some localities but weakens the national economy.

The essence of the statement is that supporters consider that tax breaks are vital economic development tools.
Prevent them from moving means prevent the businesses from shifting their business to some other country. So passage conveys that tax breaks are an advantage because of which businesses will not move. So tax breaks are considered vital economic development tools.

One way to think of such statements is to note the syntax Consider X, Y.
Here X will be some noun/gerund and Y will describe what X is considered to be.
In the given statement while will be starting a new clause, so we need to find the Y before that. We can see that the passage identifies 'vital economic development tools' as Y .
