Which one is more correct?

A fish that was considered extinct was found in the Pacific Ocean.

OR

A fish that had been considered extinct was found in the Pacific Ocean.

Please explain!

I think the below sentence is more correct as the earlier action is more past compared to later action. Hence first action takes past particle form.

A fish that had been considered extinct was found in the Pacific Ocean.

The second sentence sounds better in this GMAT world.

sounds more correct, because the state of considering belongs to an earlier time than the action of finding. Thus, it is better to indicate the chronological order with past perfect tense.
