The usage of punctuation ";" looks incorrect in all answers.

This usage of a semicolon is as a "big comma". If you want, you can try an official question that uses a semicolon in a similar way.

IMO ; and construnction is not correct in GMAT.

Semicolons ( ; ) can be used to present a list in which the elements in the list are also in the form of a list. So, to avoid the confusion, we use semicolons in this case.
In the above question, “perpetrated” and “targeted” are parallel to each other and act as verb-ed modifiers.

Modifier starting with “perpetrated“ consist of a list of three goals :
1. Religious goal
2. Political goal
3. Ideological goal

I guess, there are hardly any questions on GMAT that are wrong only because of a wrong punctuation.

Why is option E incorrect?

Hello Yogesh_24,
There is meaning issue in option E. It is non-sensical to say that the act, i.e Terrorism, itself intends to create fear. In other words, terrorism is not a thing that can have intention or purpose.
It is an act of terrorists that is intended to create fear.

We should focus on subtle meaning changes. I hope that helps.
