Unfortunately, there's no way to know for sure when most Test Facilities will reopen. The current plan for the At-home GMAT was to have that option until June 15th, so GMAC may have assumed (back in April), that Test Facilities would be reopened by then. Of course, that's completely dependent on how much the Covid-19 virus continues to impact how on-site facilities operate. It's certainly possible that many facilities will remain closed longer than that - but even if they were to reopen in the near future, there's the question of how much of a risk it might be to spend 3.5 hours in a room full of other Test-takers (breathing the same air, touching keyboards, door handles, etc.).
