The correct answe is A as "The number of" Construction always use singluar verb as it define the particular number of students, but A number of is indefinite so used Plural verb , let me know if i am wrong.

"the number" is always singular and "a number" is always plural. So eliminate B, C and D.
That leaves us with A and E.

Under traditional rules, use "liable" only if the subject of the sentence will be adversely affected by the event expressed by the infinitive phrase. But in the sentence, the administration is discussing what the situation would be after the lecturer retired.

So in my opinion It should be A.

liable means "responsible by law; legally answerable". The only difference between A and E is this word. Do GMAT test knowledge of words.

OFFICIAL EXPLANATION

"Whether"  is correct because the question concerns a choice not a condition. With the expression  "the number of"  a singular verb is needed and hence  "was"  is correct.  "Liable"  is used in expressions such as  "liable to prosecution"  and not for expressions of possibility.
