I think the numbers in the question are wrong.

Very simple one.

We are given $$1 year = 3.2 * 10^7 secs$$

or $$1 sec = 1 / (3.2 * 10^7)$$

Now, given seconds = $$1.2∗10^17$$

We can say $$1.2∗10^17$$ = $$(1.2∗10^17)/ (3.2 * 10^7)$$ = $$3.8∗10^9$$
