Creating a filter: In this question, when we read the prompt, quite possibly no error jumps out. It's a parallel list of verbs. So we can turn to the answer choices, systematically.
Finding objective defects: choice (B) has unnecessary passive voice, so it's out. In (C), the infinitives don't follow "recommended that" according to English idiom. (D) is not parallel. (E) sounds good, better than we expected. Comparing (E) and (A), we can see the word "should" shouldn't be present here. This is one of the rare cases in English other than contrary-to-fact situations in which the subjunctive mood is used. Subjunctive mood is used in some cases in which an order or recommendation is given. It hinges primarily on the verb. Some proper usages (with subjunctive used in the last one only) are: It told management to upgrade; it said that management should upgrade; it recommended that management upgrade.
