2*5 + 2.5*3 + 3.5*2

= 10 + 7.50 + 7.00

= 24.50 , Answer must be (D)

For a 10-floor building, the cost is:

2 million x 5 + 2.5 million x 3 + 3.5 million x 2 = 10 + 7.5 + 7 = \$24.5 million.
