We need to maximise the 11th digit = a. So, we need to minimise the remaining 10 digits.

These ten digits are positive integers > 0.

The values are 1,2,3,4,5,6,7,8,9,10. The sum is 55.

55 + a = 11*13

55+a = 143

a = 88.
