The attached chart graphs the average attendance per game for a certain sports franchise for 5 seasons, represented as percentage of stadium capacity. The stadium’s capacity was increased from 60,000 seats to 90,000 seats before the 2004 season.

2004: ~56% of 90,000 = 50,400

Stayed approximately the same as the difference is negligible

It is a bit ambiguous to compare two data-sets closely only to arrive at an approximation that both are close. Can we expect similar ambiguity quotient in the actual GMAT?

"before the 2004 season" but before at what time? it could be anything right? how can we assume 60k represents 2003 numbers and 90k represents 90k

Attendance, as per definition provided by the question, has decreased by roughly 25 percentage points.
In percentage terms, that would be 30%.

I can't see why I should all of a sudden start treating the term "average attendance" in a way different from the way provided in the question.
