i think the more clearer way is as follows:

when 25% farm do not produce cotton, invariably the prices would increase because of less availability of cotton in the market which would result in more tax to govt as compared to pay for the 25% of cotton acreage.

Hope my understanding is correct.

(If yes cant this buggers use simple language)
