Since fare is a singular quantity, the correct pronoun should be has and not have. We can see that options B and D commit this error and can thus be eliminated.
The "during which" in C makes the "annual fare for big city public transportation" sound like an event and is incorrect. Had it been fair instead of fare we could've still thought over it but fare is definitely not an event. C is eliminated.
E kind of commits the same mistake. The "where millions of people are moved" cannot modify the average fare and thus E too needs to be eliminated.
Only choice A remains and admittedly it does sound the most sane of all choices.
