C. For snow to stick, it requires a ground temperature of below 32 degrees Fahrenheit.
Eliminated This again strengthens the possibility of not snowing, as ground temperatures can go down only in winter conditions and greater heat dissipation. (As ground heats up and cools down way slower than air)
D. There are at least two urban communities by the name of Santa Barbara: the first is in the United States, the second on a mountaintop in South America.
Suitable This is the only option which points to the possibility of presence of two different weather patterns. As these are two different freakin places.
E. Snow has been known to fall in certain places in July.
Eliminated "places" may be in polar regions, sub polar regions, in vicinity of the subject community, very far from it. Hence inconclusive.
