Since the number of months is the same for each city, to determine the percentage difference between the averages, we have only to determine the sum of the monthly values for each city and calculate the percentage difference between the sums. After all, if we were to divide both sums by 4 to find the averages, we'd still get the same percentage difference; the percentage difference between the sums divided by 4 would be the same as the percentage difference between the sums.
Houston Total: 5 + 9 + 7 + 2 = 23
Miami Total: 3 + 3 + 7 + 5.5 = 18.5
23 - 18.5/18.5 = 4.5/18.5 ≈ 0.25
