We need to find "How many kids weigh between 18 kilograms and 23 kilograms, inclusive"

18 Kilogram lands at Q3 (3rd Quartile), which is 75% percentile.
23 Kilograms lands at 90th percentile.

Between 18 kilogram and 23 kilogram there will be 90%-75% = 15% of Total values
= 15% * 60 = 0.15 * 60 = 9

So, Answer will be C.
