i'll go with A.

Doesn't b change the meaning of the sentence by stating that control be given to the students and not the school district?

C not paralell (allowing)

D&E seem to change the meaning by moving the school district after demand.

A has 'that the money is controlled '. 'that the money be controlled' sounds much better to me.

What's wrong with E - save for the appearance of 'it' twice that can still confuse what the subject is. But this seems to me the best fit of the lot.

I picked A also. So would just like to add my 2 cents why A is not correct.

The budget for education reflects the administration's demand that the money is controlled by local school districts, but it can be spent on teachers, not on books, computers, or other materials or activities.

It's not clear whether "it can be spent on" modifies budget or money

I go for B.

The usage of "Money be controlled by" seems to be the correct way to construct this statement.
