aragonn Why not Option C?
Option C states that parking restrictions would entail a lot of additional costs as a result of which pay to park system may not yield high revenues as expected

I will pitch in .

The last line says
the revenue generated by a pay-to-park system would actually be quite small
Link the ________ with this reason.

we area dealing with a fact that all students who commute to campus live close enough

why enforce parking restrictions ?

B gives us a reason as to why the revenue generated will be small

Just adding to above statement. My friend, In CR questions you need to find the author's reasoning. Why author says something. Actually university is not losing anything by not charging for parking. his reasoning is that most students live close so they might walk in, if charged for parking. Now what should be the plan to achieve what we want ?

c - This option talks about an expense one has to make for maintaining parking. Are you sure that university will generate some revenue even after this expense. well answer is we need more info to prove that.

Now Gmat guys give hints in question. Hints about their thinking. in this one they said revenue not profit. for parking more revenue can be generated if more people will come for it. So we have to attack in this direction. look for option which says less people will come. B does that.
