• First, notice that we are asked for the greatest percentage increase in budget from Y1 to Y5 — not from Y1 to Y6 — so be careful not to include the data for Y6. Next, percentage increase means we are looking for the largest ratio of the Y5 budget to the Y1 budget. Even without calculating, we can see that the greatest increase is in the Marketing department.

Looking at the chart, we can see that the biggest change from year to year for 5 years is for Marketing. Note that the chart includes 6 years but we only need 5. (Trap 1).
Thus the change for Marketing is from 100 to 300.
To calculate the change or increase, we take (Final Value - Initial Value)/Initial Value *100.
Some may say that increase from 100 to 300 is 3x or three times (Trap 2) and they would not be incorrect, but in percent terms, this is a 200% increase. (300-100)/100 *100 = 200%. Similarly if a number went from 5 to 10, it is a 100% increase even though the number had doubled.
Thus the change for Marketing is from 100 to 300.
