We need to look at schools with highest range. When we calculate variation the difference between individual values and the mean is squared. Hence the greater the range of presented data the greater is dispersion of individual values and their distance from the mean, the smaller the range, the closer they are to the mean.
In school A all towns' data is concentrated around the mean. Highest dispersion have schools 4 and 5. Their ranges are 169 and 146 respectively. Biggest range has school 4 and deviation from the mean here will also be the highest.
