(C) judicious government backing should ensure that Italian firms will continue
(D) the government’s judicious backing should ensure Italian firms that they will continue

I marked D as my answer because I thought that the word "judicious" in Answer C is acting as an adjective to noun word "government" rather than noun word "backing".
In option D, the placement of word "backing" is corrected by putting it before "judicious".

Can anyone help in the confusion i mentioned above about the placement of word "backing". ?

This is a question on parallelism, all the factors have to be in the same verb form as they are drawing a parallel among 3 factors. Hence it is option C.

Option D doesn't create that parallelism among the factors. Also the use of "that" with no antecedent makes the choice questionable.

Use of the word "judicious" before the word government doesn't modify the word government in the context of the sentence, this use makes the sentence clear and unambiguous in comparison to Option D.

Hope this clears your confusion.

(D) is close but it’s not as compact, and GMAT often rewards compact language. Also, (D)’s “ensure Italianfirms that they will” is unclear.
