Among needs to follow several reasons and since we're talkin about the chief reason we need to use a singular verb .

My ans is C.

"B" is wrong bcz "among" shd be folld by the nominative case pronoun like them, whom and not by subjective case pronoum "which".
e.g.

among who - wrong
among them -right
hope got convncd

I like B!

(B) the chief (reason) among (all the reason) which was the cost of borrowing the money

By putting in the word reason, it helps me to see the better sentence


(C) the chief (reason) of which was the cost of borrowing the money

"chief reason of which" is a little awkward for me.

B for me!
