Why others chosing B?
B is my choice. They both formatted bit strangely though.
‘Chief of which’ that gives me false ideas that they are using ‘chief’ in a literal sense.

The only reason I can come up with is that re-wording, B makes more logical sense.
the "chief" is the biggest/most important of the reasons. Lets subsitute "them" for "which"
B. the chief among them was the cost of borrowing the money
C. the chief of them was the cost of borrowing the money
As Asaf said, it sounds like the reason was an Indian Chief???
My explanations are getting worse
