However, direct donations of medical supplies can depress prices of medical supplies in Sewell and drive local producers out of business, further increasing Sewell’s dependence on foreign aid to provide medical care for its people.

country S was hit by earthquake. so gov is requesting for foreign aid.
but direct medical supplies can reduce prices of medical supplies in swell and as result local producers will go out of busieness.
this action will also increase their dependence on other countries for medical assistance.

A not concerned about expenses incurred by donor countries. reject.
B so by selling exported medical supplies, the gov will get money and they will use those money for reconstruction to build the country up and that will eventually help all. also it says that hospitals are nationalized that means gov is more responsible for this hospitals operations. so now after using money from selling those medical supplies, gov can reconstruct the affected hospitals. so this choice attacks the given reasoning that plan will have bad effects. keep.
C this actually somewhat strengthen the claim. if after getting free supplies, people will use all those extra money for other services, then local medical comp will definitely suffer. so reject.
D then you guys need more supply from outside. this also strengthen it.
E this is irrelevant here.
