I think the big gap of this argument is that NOTHING HAPPENS FROM 1994 TO 1996
The author assumes that What happened in 1994 will be same as it be in 1996. Supporting this assumption, A says that between 1994 and 1996, FEW, if any = if dont want to say NOT AT ALL, of Verdlanders received special program broadcasted by stations.

Conclusion: The number of RDS-equipped radios in Verdi and was about the same in 1996 as in 1994, the number of Verdlanders receiving the special program information probably did not increase significantly?
A: Hold it - This explains why there is no increase in Verdlanders numbers.
B: May be true but does not help in resolving the issue
C: Irrelevant – Argument is not about station’s listening area
D: Stated in the argument – eliminate it
E: Special programming – out of scope
