The CR is attached....its from my GMATPrep II retake today....let me know what you guys think...please back your responses with your reasonings...Thanks.

I think the answer should be A.

A tells us that almost all of the new radio stations broadcasted to Verdland, which implies that the number of verdlanders did not increase.

My pick is A. The argument assumes that none of the new radio stations were able to reach people with RDF radio's. The number of people with RDF radios are same from1994-1996, it does not mean that in 1994 everyone with an RDF radio was able to pick up the special program. The more stations now reach everyone with an RDF radio. If this is true more people would get the special program.

All other choices do not come close to explaining the above.
