Analysis:
i.The current economic recovery has significantly increased capital expenditures -->> The current economic recovery resulted in the increase of significant capital expenditures. -->> As we are talking about the currect condition , the effect is still present , thus correct use of present perfect 'has increased'.

ii.both by established corporations as well as start-up ventures -->> this has been done by both established corporations and start-up ventures -->> incorrect use of idiom 'both ... as well' as the correct form is 'both...and'

iii., especially if situated[/u] in the technology sector. --->> this is modifying the closest noun 'start-up ventures' -->> correct use

POE:
A. has significantly increased capital expenditures both by established corporations as well as start-up ventures, especially if situated - Incorrect as mentioned in analysis

B. has significantly increased capital expenditures both by established corporations and by start-up ventures, especially those situated - Correct

C. significantly increased capital expenditures by both established corporations and by start-up ventures, especially those situated - Incorrect - Meaning Error & parallelism error as 'by both established corporations' not parallel 'by start-up ventures' correct construction is Both X and Y( X=by established corporations , Y=by start-up ventures)

D. increased both established corporations' and start-up ventures' capital expenditures significantly, especially if situated - Incorrect - situated is wrongly modifying 'capital expenditures'

E. increased capital expenditures significantly by both established corporations, as well as by start-up ventures, especially those situated - Incorrect- idiom error
