The intent of the sentence is to explain the reason for increased capital expenditures. The "both idiom" is used here. Both by...x by y.
A. Wordy. Both is followed by and not as well as. i.e., both X by ....by Y. Both by ... as well as is wrong.
B. The sentence perfectly presents the use of both and it used passive form as the expenditures are increased by some external factors. Both by ...x and by.... [CORRECT]
C. This sentence failed to express intended meaning by using by both but and by is used which are not not synchronized.
D. Here established corporations are increased not capital expenditures.
E. Both is wrongly used with "as well as"
