This complicated sentence correction problem is a good candidate for slash-and-burn, so you can see the core elements of the sentence. The sentence, in its correct form, is really: The decision means that aircraft will fly here and that allied ships will deploy here, here, and here, as required.
(A) has “will be deploying” which is not parallel to the original verb structure and it lacks the necessary “that.” Without the second that, it reads like the planes will fly over the Middle East and allied ships. Also, and perhaps most importantly, it has “and as required”, which is definitely incorrect. The logical meaning is that the planes will fly elsewhere “as required” NOT “and as required,” which illogically separates it from “elsewhere.”
(B) contains several of the same errors and lacks the necessary “and” before “elsewhere.”
In (C), the second part should not be separated off with a semi-colon as it is an integral part of what the decision means in the first part of the sentence. Also, the “with a requirement” is incorrect as it does not convey the necessary meaning and uses improper diction.
(E) contains the same error with “with a requirement” and also has “will be deploying” instead of “will deploy.”
Only (D) contains a parallel structure with the proper “as required” at the end. Answer is (D).
