Look at this example: She is a teacher, a gymnast and a dancer.
We use "is" here because the subject is "she".

Similarly, here the subject is "what is more difficult to determine" or "something more difficult to determine". It is a singular subject.

Something ... is the root cause ... , the reason ... and the degree ...
